1. General objectives of the project:
Pars Energy Special Economic Zone, as the center of energy production in the region, includes a set of refining and petrochemical industries that have a special place in the Iranian economy. The existence of these industries along with the prosperity of the economy and the Iran's industrial-technological position in the world, poses challenges in various areas of management. One of the most important challenges facing these industries is the management of waste and environmental pollution. The raw materials and feed of the industrial units in this region, along with the technologies used and other facilities required for the activities of these units, have made the production of special wastes with high levels of safety and environmental risks inevitable. Therefore, designing a comprehensive system to provide safe disposal conditions for reuse of transportation and other processes to reduce safety and environmental risks is inevitable.
2. Project review:
Library studies, studies and studies of refining processes related to waste production and identification of types of waste produced in the fifth refinery
Receive documentation related to waste management practices and methods
Preparation of task, processing, behavioral and data models
Idea and analysis sessions to approve analysis documents and determine executive procedures
Deployment of required hardware checked and their installation
Software design and demo presentation to get stakeholder feedback
Software production and coding
Perform compliance and process tests
Deploy the system and connect to hardware equipment such as existing scales, RFID READER, license plate reader, tags and other hardware listed in the following tables
Review requirements and final deployment for final operation
3. Necessities and justification of project implementation in National Iranian Gas Company:
The Law on Waste Management was approved by the Islamic Consultative Assembly on 2/20/2004 and has been notified to the Environmental Protection Organization and the Ministry of Interior for implementation. Its executive by-law was approved by the Cabinet on 5/5/2005 and was notified to all executive bodies. According to Article 7 of the Law on Waste Management, the executive management of industrial and special waste is the responsibility of the producer and must be controlled and supervised from the production stage to waste disposal.
The Ministry of Petroleum also aims to standardize methods and ensure the proper management of waste in subsidiaries. Criteria and methods of executive management of industrial and special wastes in the Ministry of Oil "have been approved in the meeting of the HSE High Council of the Ministry of Oil dated 4/9/2006.
According to the document of macro-objectives, micro-objectives and programs of the HSE General Directorate of the Ministry of Petroleum in order to improve the quality of the environment of the industry-affected area, the following programs are on the agenda.
• Establish a waste management complex
• Prepare documentation and guidelines for improving the existing waste management system
• Prepare, communicate and implement waste management instructions
• Improving the conditions of temporary waste storage
• Increasing the waste recycling rate in the area
This issue is also on the agenda in the main companies of the Ministry of Oil. According to the Waste Management Guide of the General Directorate of Health, Safety and Environment of the National Oil Company dated 11/20/1594 (paragraph 7), all subsidiaries and subsidiaries in order to control their waste must have a management system aimed at protecting the environment, optimal use of Develop and implement resources and minimize production waste. And its reporting guide has been approved in the 23rd session of the HSE Board of Directors Coordination dated 04/02/2016 (MOP-HSED-Gl-303) and has been announced and entered into force on 08/23/1695. (2) The National Oil Company has determined the list of waste coding according to its production process in the meeting of the specialized environmental committee of the Ministry of Oil.
In this regard, the legal responsibility for any violation of the law will be the responsibility of the waste producer. Therefore, the design of a waste management information system in order to monitor any deviations from approved procedures is inevitable.
4. Research topics:
The production rate of the refinery's industrial waste is a factor of the refinery's feed volume. The most important items included in this section are the refinery life, the refinery complexity and the technologies used in the refinery, and the quality of the consumables that are effective. Which has a predictable pattern in different periods despite changes in feed composition. If the waste management information system records data related to waste generation and how to manage it in specific periods, a relatively accurate estimate of the volume of waste generated can be calculated and, consequently, the possibility of proper and better organization, control and budgeting of field activities. Waste management and reduction of environmental pollution can be achieved. In this section, according to access to available data and detailed analyzes of the Hico Analysis Group, the formula is presented as a hypothesis and then periodically according to the process studied and action in Monthly and quarterly two-week courses with detailed reviews of the registration data done in the software will gradually reach the highest possible accuracy in editing this formula.

• Increasing organizational culture in the field of waste management and separation from the source
• Modeling and culture building in the special economic zone
• Increase accuracy in obtaining management reports
• Improving the performance of contractors
• Increase revenue from waste sales
• Reduce the risk of human error and increase the productivity of manpower
• Requirements in the field of monitoring the environmental performance of the units
• Improving the quality of work and production environments through timely transportation and waste management
• Management and control of the performance of production units based on the monitoring of waste production of these units
• A revenue-generating attitude from the waste generated
• Increasing the level of organizational culture on the issue of separation from origin
6. Environmental Impacts and HSE of the project:
South Pars Economic Zone is located in one of the most special ecosystem points of Iran. Nayband Bay is the only marine national park in Iran that includes special species of animals and plants. Therefore, management of storage, transportation, landfilling and disposal of refinery industry wastes is very necessary, especially in the field of industrial wastes of operational units, which are mainly in the category of Incompatible Waste. Any leakage, transportation, storage or improper disposal of this waste can have effects from the release of polluted gases and reduced quality of life to serious soil and water pollution. This research aims to design a waste management information system, through the information management of waste storage sites, transportation machines and their traffic control, the performance of waste producers and contractors and 4R processes, a suitable platform for implementation of improvement and action cycles. Provide reform in the field of reducing safety and environmental risks.
- Intra-organizational stakeholders:
All organizational and operational units as producers and applicants for waste transfer from the source of production
Environment unit as a supervisor of waste management processes.
Warehouse unit as the executor of sales processes
Financial unit as a supervisor of financial processes in the field of waste sales and contracting
The security unit as the supervisor of the process of identifying the transport machines and their traffic
- Extra-organizational stakeholders:
Regional Environmental Department as an external overseer of waste management processes
Special Economic Zone Organization
South Pars Gas Complex Headquarters
Contractors licensed by the Ministry of Oil in the field
Waste transportation contractors within the complex
Ordinary and municipal waste transport contractors
Buyers of marketable waste
Waste Management Provincial Environment Department as an external overseer of waste management processes
