System introduction

One of the important activities of the waste management of the municipalities of the country is the discussion of the separation of waste from the source. It should be acknowledged that some of the materials that we consider waste could serve our mission to protect our green land and even generate revenue for the country by recycling or if separation mechanisms were carried out correctly.
Given the issues raised by the origin separation of dry waste, this requires a widespread participation of people who are the best recyclers.  Therefore, the system of encouragement and culture in the field of collection, and the availability of the facilities and hardware requirements, and most importantly the existence of a systematic structure and system, of the guidelines and rules governing this mechanism, in order to objectify the statements in the plan are of great importance  to achieve this goal.
In order to promote the quantitative and qualitative level of source separation of waste and saving the environment, the waste management organization has set up the source separation golden scheme. In this plan, the citizens, as "recycling assistants", received delivery points from the service providers by delivering dry wastes to the recycling booths of the city, collecting the prizes, obtaining the golden card and participating in the lottery.

System establishment purpose

•    Carry out a humanitarian duty to help the environment as much as possible
•    Developing the culture of source separation from the places used for their collection by citizens
•    Creating a culture that emphasizes on the fact that dry waste is valuable , not garbage among citizens, provincial managers and project executives
•    Creating a motivational system among citizens to join this plan
•    Turning Citizens into Recycling assistances for the success of this plan.
•    Simplification of the measures required for the citizens to participate in publicity, motivational, accessible and citizen's needs, and to facilitate the delivery of these wastes to the contractors of the project.
•    Creating and maintaining employment for their contractors and staff
•    Ease and mechanize training needed by citizens
•    Create NGOs to educate citizens in line with this plan
•    Reduce the cost of disposing waste
•    Calculate the rate of success of the project in terms of volume, weight and rial for better analysis of the decisions of the managers of this project.
•    Completely mechanized (systematic) implementation of this plan for clarification between recycler and contractor and waste organization
•    Informing citizens with software tools to encourage and engage them in this plan and use the capillary system to participate more in this plan.
•    Integration of the plan for the use of centralized databases
•    Use comments and suggestions from citizens to resolve possible design flaws and carry out necessary revisions
•    Ease in receiving managerial reports

System Advantages using

•    Creation an up-to-date database of recycle assistants.
•    Definition of the type of goods (the storage of dry wastes such as paper, glass, etc.), the value of the goods, the weight of the collected goods, the method of collecting the substitute materials that the booths recycle for assistants.
•    Scoring based on the output of each area (definition of rating points for each station)
•    registration of assistance by himself in the scoring  system
•    registration of assistance by booth administrator in the scoring  system
•    Lottery system according to each person's score
•    Matching the assistant’s information  (whether those who score cards and those who have an assistant card)
•    Determine the purchase and sale price, define the recycled product, define the amount of recycled  commodity
•    Definition of those who bring recycled materials to the station with full specifications of the financial approach
•    Reduce calls and telephone calls by citizens to the organization and improve the provision of services to citizens
•    Fast instant response to citizens and increasing attention and encouragement for citizens to participate in this plan.
•    Processing and verifying the authenticity of sent SMSs and sending appropriate response in accordance with received SMS in the shortest time automatically.
•    The availability of management reports and online information on the status of citizen participation
•    Removing unnecessary non-systemic actions
•    Reports based on sales by type of goods (storage of recycled materials and sales warehouses), value of goods, weight of goods collected, collection method
•    Report based on the score of each member and product received
•    Report of inventory of recycled warehouse of each contractor
•    A record of inventory of sales per contractor
•    Report based on each contractor according to the division of regions and districts in each city (from the warehouse of each area) at the moment
•    Reporting from each contributor's account regarding the of goods' payments   or and the manner and timing of their interactions with the contractor.

Necessities

The burial and non-recycling of waste are one of the problems of the world today, especially in the Third World and in developing countries, many of the waste generated can be reversible to the natural cycle, but some dry materials, such as glass and plastic, do not decompose, and It takes a long time for others to return to the cycle of nature, and on the other hand, some of these materials are capable of returning to the industrial cycle and should not be buried.
One of the issues that many countries in the world have applied in their waste programs is the separation of waste from the source, which, in addition to respecting the health principles, also results in the health of the goods produced from recycled materials and, on the other hand, by doing so Much of the cost of collecting and organizing waste is eliminated.
It seems impossible to do much work for this volume of waste per day, with the management of one or more institutions, not until the principle of reducing the production of waste by the people in Iran occurs and its culture is institutionalized,  and most importantly, if the competent organizations consider the importance of the separation plan from the source With the creation of the necessary infrastructure and a coherent and integrated system that includes all the factors involved in this plan, otherwise, success in this project will only be a management dream.
Per capita waste generation for each Iranian is 600 to 650 grams, which is much higher than global standards. In general, only 8 percent of municipal waste is being recycled, composted and reused in Iran, and 92 percent are buried.
Of this amount of discharge, only 25% is safely and according to principles, and the rest are buried without taking safety measures. With an estimated population of about 80 million Iranians, It can be computed that about 50,000 tons of waste are accumulated, gathered and organized daily in the country. The most important and best way to organize these wastes is in the elementary phase, separation from the source with the system structure and the call for assistance and the use of information technology.
Today by the changes in the knowledge and awareness of the people andconsidering all the environmental benefits has made the separation of waste a necessity that all societies must fully implement, even if part of the community is not aware or unwilling, this procedure has been in place in recent years. Iran has been moving forward with all its ups and downs, where, according to the latest news from the waste management organization of the municipality about one of the cities of the country, the index of waste separation from the city in the past two years in the city has risen from less than one percent to 4.5 percent.
On one hand, with regard to the costs of collecting, transporting and landfill of non-segregated waste and its harmful effects on the environment and the failure to return some of these dry waste to nature, and on the other hand with the revenues and employment that generated by implementation of this scheme, great benefits of implementing this plan is not hidden for anyone.
